(Dover, N.H.) - Former Dover City Councilor Michael Weeden will not face criminal negligence charges in connection with a motor vehicle accident that killed  a man last December. Strafford County Attorney Tom Velardi said based on the facts of the investigation, he concluded that there was no reason to believe that Weeden was either impaired, driving at excessive speed, or distracted by the use of electronics when the accident occurred.  The head-on  crash, which occurred on December 2nd, killed Michael Carignan.  Weeden has been charged with operating in the wrong lane of traffic after he said he was adjusting his seatbelt just before the crash occurred.
