There's been a move afoot to charge for parking in Dover on Saturdays but according to an article in fosters.com:

Instead of proposing the same changes this year, Parking Manager Bill Simons said the matter is instead something the Parking Bureau and Parking Commission will keep an eye on for the future. In the next year or so, he said, a study will be done to track which cars are parked in the downtown areas on Saturdays in order to see how many spaces are occupied by residents and employees instead of shoppers.

I really like what Dover has done to it's downtown in the last 30 years. I realize that comes with a price tag, but being able to park your car for free and shop in downtown Dover at least two days a week is appealing.
