(Rochester, NH) - A wanted subject surrendered to police after a four-hour standoff that started Tuesday morning in Rochester.

33 year old James E. Brooks Junior was wanted on warrants issued in Strafford and Carroll Counties.

When a Rochester Police officer spotted Brooks a little after 10 am, Brooks fled into the residence at 17 Winter Street.  Based on past comments Brooks had made that were threatening to police and he may be armed, the Strafford County Regional Tactical Operations Unit was activated and set up a perimeter around the apartment building.

After 4 hours of negotiations, Brooks agreed to exit the building around 1:30 yesterday afternoon.  He is being held on various charges.

No one was injured during the incident.
