Should Drivers Be Punished for Giving Money to Panhandlers in NH? [POLL]

The Somersworth City Council passed legislation Monday night that would make it illegal to  "knowingly distribute any item to, receive any item from, or exchange any item with the occupant of any motor vehicle when the vehicle is located in the roadway.” 

Hefty fines for doing so will be assessed to the panhandler AND the person that donates any item, up to $500 total.

Personally, I always get really nervous when I pull up to someone who is panhandling and have had heard many local stories of aggressive and threatening behavior from those asking for money this way.

I feel that having this law is a relief and my hometown of Rochester is entertaining thoughts of having similar legislation.
