The parents of the first American killed by Islamic State militants say the U.S. government failed them during their son's capture. Diane and John Foley spoke at
the University of Arizona yesterday. The Foleys say the government shut them out and failed to help them while their son, freelance journalist James Foley, was being held captive. The New Hampshire native was kidnapped in Syria in 2012 and executed by ISIS last summer.

George Bald of Somersworth has been named Chairman of the Pease Development Authority. Bald, the former Executive Director of the PDA, was named by Governor Maggie Hassan to fill the vacancy created by the death of Art Nickless of Rochester earlier this year.

The Maine Transportation Committee will hold a public hearing today on a bill that would eliminate the requirement that people age 17 and older wear seat belts when driving or riding in a vehicle. The panel will also consider two bills that prohibit people from talking on hand-held cellphones while driving in Maine.
