Town of Seabrook, New Hampshire, Employees Accused of Theft and Credit Card Fraud
According to a press release from the New Hampshire State Police, "five municipal employees are facing charges in connection to an investigation involving misuse of public funds."
New Hampshire State Police said that in March 2024 the Seabrook Police Department asked for state police help with a theft investigation that involved several Town of Seabrook Department of Public Works employees.
The alleged thefts were discovered during a routine audit, the state police said.
On October 4, 2024, state troopers arrested Casey Carter, 42, Shauna Carter, 40, and Ralph Welch, 52, all of Seabrook. They were arrested on felony charges of theft by deception and fraudulent use of a credit card.
Two other employees, Forrest Carter, 62, of Seabrook, and Herbert Randall, 66, of Effingham, were arrested on misdemeanor charges of theft by deception and fraudulent use of a credit card.
State police said in the press release that all those arrested have been released on bail, and all are scheduled to appear in Hampton District Court on November 14, 2024.
State troopers executed two search warrants and were able to recover items related to the investigation, according to the press release.
