Read This Before You Call About a Snow-Covered Horse

Here in New England, many people have horses and, of course, they go outside year 'round.  We've heard of so many abuse cases, sometimes, we will notify authorities if we see a snow covered horse in the middle of winter.

It's good to know that people are making the phone call for potential neglect, but, before you do, you might want to check this out.  This is good to know!
